Ebook on Public Sector ICT Procurement

PreviewFor those interested in public sector ICT procurement, I’m releasing an ebook called “Public Sector ICT Procurement: Practical implications for the public and private sectors”. It is based on an NZLS conference paper I wrote a few months ago but I’ve updated it to take account of recent developments, including the Government ICT Strategy and Action Plan to 2017 and MBIE’s recently released guideĀ Constructive Market Engagement: A guide to engaging effectively with suppliers.

Whilst the ebook is focused on public sector ICT procurement, it also contains a section on the new Government Rules of Sourcing which come into force today. Among other things, its treatment of that subject includes a table that summarises the major differences between the (now old) Mandatory Rules for Procurement by Departments and the new Rules.

I’ve produced the ebook in both PDF and iBook formats for anyone who wants them. Original textual content is licensed for re-use under the Creative Commons Attribution (CC-BY) licence. You can download the files at these links:

Both formats can be viewed on iPads (for example) and have been laid out with that in mind. The PDF can be viewed on virtually any desktop or other device.

To get the iBook format onto an iPad, one simply needs to:

  • drag the file into iTunes;
  • connect the iPad to iTunes in the normal manner (USB);
  • select the iPad in the devices list on the left of the iTunes screen;
  • click on the ‘Books’ tab at the top of the screen and check that the book is selected to sync to the iPad;
  • then sync.

After the sync, the ebook will appear on the iPad within the iBooks application.
